European cities have a last-mile mobility problem: the distance between a public transport stop and the final destination is often too far to walk and too short to justify a taxi. Shared electric scooters filled this gap quickly and visibly, transforming the urban landscape of hundreds of cities. Voi Technology positioned itself as the European operator of this transformation, building a presence across more than 100 cities in 12 countries with an approach deliberately different from American competitors like Bird and Lime. Founded in Stockholm by Fredrik Hjelm, Douglas Stark, Adam Jafer, and Filip Lindvall, Voi bet early on structured partnerships with local governments, participating in public tenders and respecting each municipality's rules rather than operating aggressively and waiting to be regulated. This strategy allowed Voi to secure stable concessions in key markets including Sweden, the UK, and several Nordic countries, building a defensible competitive position. The business model is straightforward: riders pay an unlock fee plus a per-minute rate. Voi manages the fleet, charging, maintenance, and regulatory relationships. Its stated goal is integration with city public transport systems — not as a replacement but as a complement.
