Anyone who has tried to hire someone in Italy knows what it means to navigate one of the most complex labor management systems in Europe. National collective bargaining agreements โ the CCNL โ number over two hundred, each with different rules on vacation, sick leave, overtime, seniority increments, pension contributions, and social security. Italian payslips require highly specialized expertise and must be updated every time a regulation, collective agreement, or tax rate changes. For a rapidly growing startup, managing payroll in-house means diverting precious resources from the core business, or relying on labor consultants with significant costs and often still paper-based processes. Jet HR was founded in 2021 in Milan to solve exactly this problem. Marco Ogliengo and Francesco Scalambrino, CEO and CTO respectively, launched the company with a clear thesis: Italian payroll can be automated, digitized, and made accessible to any company โ from a ten-person startup to the Italian branch of a multinational โ through a SaaS platform designed specifically for the Italian regulatory context. The Jet HR platform covers the entire employee lifecycle: from onboarding to attendance management, from vacation and leave to automatic payslip calculation, from contract management to reporting for accountants. The distinctive strength is automatic compliance with Italian regulations: the platform incorporates all relevant CCNLs, updates in real time when laws or collective agreements change, and automatically applies the correct rules for each employee based on their contractual classification. Zero manual updates, zero compliance risks. Commercial traction was remarkable from the start. Less than a year after launch, Jet HR had already acquired over three hundred clients among SMEs, startups, and Italian branches of international companies. In 2024 growth accelerated further, with ARR increasing six-fold year-over-year and customer count multiplying by 4.1. By early 2025, the client base had surpassed seven hundred companies โ figures that testify not only to the product's commercial strength, but to the genuine need it addresses. Notable clients include HelloFresh Italy, Buddyfit, and Octopus Energy โ the latter chose Jet HR to manage payroll for over a hundred employees at its Milan and Ascoli Piceno offices, relying on the platform as its structured payroll solution from the moment it entered the Italian market. Clients of this caliber demonstrate that Jet HR is not a solution for those who cannot afford better, but a product that competes with the most established alternatives on the market. The funding journey reflects operational growth. After a โฌ4.7 million pre-seed round โ at the time the largest in Italy for that stage โ the startup raised a โฌ12 million seed round in September 2024, led by Picus Capital with participation from Exor Ventures and Italian Founders Fund. In June 2025, a further โฌ25 million round led by Base10 Partners followed, bringing total capital raised to approximately โฌ41.7 million. The trajectory is consistent with a company rapidly consolidating market leadership in the Italian HR and payroll segment. The addressable market is larger than it appears: Italian SMEs with between ten and five hundred employees number in the hundreds of thousands, and penetration of modern SaaS solutions in the HR segment remains limited. With the arrival of more and more international tech companies in Italy and the growth of the local startup scene, Jet HR's timing proves well-judged. When payroll stops being a problem, companies can get back to doing what they do best.
The Story
The JET HR team identified that Italian SMEs were trapped between HR software designed for Anglo-Saxon markets (which do not handle the complexity of Italian labor law) and traditional labor consultancy firms without technology. The solution: to build a native platform for the Italian market with integrated labor consultants as a feature, not as an additional cost.
